NOTE : Gang Watchers has been informed that around 80% of the gangs located here in Porterville are X4 Nortenos - Northerners. This information must not be considered 100% accurate especially when gang members are always coming in and out of Porterville. Another factor in this number are the associates with gangs. These are the one's who are not full-flegged gang members, yet will associate with these gangs when it becomes essential for their own protection. Last but not least are the wanna-bee's. These are the young one's who will eventually have to prove themselves to get into the gangs and will be pressured into committing some type of a crime. Gangs need these young recruits and pee-wee's to do a lot of their business transactions and dope deals. They know that the authorities will not punish them as harsh as they would if they got caught.

NOTE : Gang Watchers has also been informed that the Sorenos - Southerners make up around 15% of the gang membership in Porterville. This, for-the-most-part, is the exception and not the rule. The rule in California is ... Sorenos rule. And that's been the case for some time. And that presents a problem for Porterville. Why ? Because the X4's will not let the X3's build there sets or gang membership in a general area. The X4's will let them gather in small pockets but when they start to grow ... that when the wars start. The X4's have allowed the X3's to grow at Woodville Labor Camp and again that's a problem. The dividing line for the Southerners and Northeners is Bakersfield / Delano.

The remaining 5% of gang activity, we are told, is comprised of the above groups. At the present time their grow is stiffled by the X4's, however ... gangs in the past have combined their sets either for protection or for collective efforts ... such as getting rid of other gangs in their area.

Texas Syndicate Notes : It was formed by a group of inmates who previously served time in the California prison system, the Texas Syndicate, with a confirmed membership of 241, is the oldest and the second largest inmate gang in the Texas Department of Corrections. The Mexican Mafia or MEXIKANEMI less than 2 years in existence, has a confirmed membership of 304 and is the largest inmate gang in Texas. Hierarchically, both gangs are organized along pare-military lines. The Texas Syndicate is headed by a president and vice president who are elected by the entire membership. On the unit level, the Texas Syndicate is controlled by a chairman who oversees the vice chairman, captain, lieutenant, sergeant of arms, and soldiers.
With the exception of the president, vice president, chairman, and vice chairman, all other lower ranking positions are filled by individuals of outstanding criminal activity performance records for the gang. In order to avoid intra-gang conflict, a ranking member, other than the president and vice president, is automatically reverted to the status of a soldier when he is reassigned to a different unit by prison officials.
All ranking positions in the Mexican Mafia organization, excluding the sergeants, are elected based on the individuals' leadership ability to deal harmoniously with people. There is no system designed to avoid intra-gang conflict. Leaders keep their ranks and titles upon reassignment to a different unit by prison officials.
Regardless of ranks, both inmate gangs require their members to abide by a strict code of conduct known as the "Constitution."
For members of the Texas Syndicate, the constitution consists of eight rules : be a Texan; once a member, always a member; the Texas Syndicate comes before anyone and anything; right or wrong, the Texas Syndicate is right at all times; all members will wear the Texas Syndicate tattoo; never let a member down; all members will respect each other; keep all gang information within the group (Texas Syndicate Constitution).
